The kit comes with the French & American paper flags but I don't have any decals. The hull looks like the top half was painted black (but it looks sloppy). There are two sealed bags - one with gray pieces and one with white pieces. Comes with 2 pages of hot double-sided assembly instructions. Looks complete except for the decals. Box shows some wear from storing. Box is large, hence the shipping cost. Smoke-free home.
