What a fun antique bag! This looks to be a handmade cloth petite handbag, bedazzled with turquoise blue glass beads, including fringe all the way around. When the bag is laying flat, and the tassel fringe pushed out of the way, the main body of the bag measures 3 & 3/4" from top to bottom. (When holding upright, fringe extends down another 3/4"). The main body measures 4 & 1/4" across. The beaded cloth strap extends up 3 & hot 5/8" from the top edge. Minor intermittent bead loss, a few loose threads. In remarkable shape for the age.
